RMB: lean back. thumb button: lean forward. LMB: fire. the keys for look left/look right will rotate the heli. the keys for left and right tilt it. the forward and backward keys control thrust. This way, you never have to move your hands off the mouse or to a different part of the keyboard.
This however doesn't require a little work and by releasing it with PC controls via keyboard and mouse they had to make changes to make keyboard and mouse work from the original release. It it unacceptable to not bring it back to the base control settings. Basic control pads with 2 sticks should work OOTB with no configuration.

jm-9 • 3 yr. ago. These are old PC controls. The mouse is pretty much useless in a vehicle. On foot the mouse determines what direction you look in. There might be a mod to allow GTA IV-style controls. Alternatively, at least in classic controls there's a button to look behind. It's not 360-degree control, but it's better than nothing.

I'm on Windows 7, and my version of VC is the latest one from Steam. Chrck your mouse sensitivity from windows settings. That's got nothing to do with it. The vertical sensitivity (y-axis) is completely out of sync with horizontal (x), and the in-game setting only affects the horizontal sensitivity - it doesn't even touch the vertical one.

Vice City is capped at 30 FPS regardlesss of VSYNC being on. There is nothing he could have done to the settings to make the CLEO frame limiter not work. I have a feeling he either does not have the proper CLEO installation or he does not have a 1.0 vc-exe.
Does your mouse work outside of the game? Do you have or have you had a controller plugged in? Check the game settings to see if the input is for your mouse or something else. Try unplugging and replugging your mouse in.
